This Victorian heavy cast iron and brass "double beam" scale-balance would have been used on a general store counter. A set of weights (1 pound, 1 pound, .5 pound) "hang in the balance" while the two-toed "crow's foot" stabilizes the scale's heavy body. Made by Fairbanks in the late Nineteenth Century.
